John,
    Before getting rid of older wheels you will have been rotating them in 
order to have even wear on both sides.  You may already know the rotating 
proceedure:  L      R
                                                1      3
                                                2      4
                                                3      1
                                                4      2
The hardness of the wheel, how much you skate and the terrain on which you 
skate will determine how fast the wheels wear, which will determine how 
frequently you rotate your wheels.

If  you know you're going to be skating in rain, you would ideally skate on 
wheels that are already scuffed up and softer like 80A.
Of course, the harder the wheel, 83A-85A, the longer they last.

Finally, it's an individual thing as to when you change your wheels as well 
as what hardness of wheels you like.  Should you be interested in trying the 
half-marathon Skate of the Union on June 15th,
http://www.skateoftheunion.org/ , you would probably want to use relatively 
new wheels with some scuff on them in case it rains or is wet at the start.
